Municipal Resolution No. 193/2026 (June 24) authorized Mayor Attila Tibor László to formally sign the letter of intent. The immediate goal of this collaboration is to implement energy projects that will drastically reduce the energy costs of the city’s institutions, mitigate dependence on external markets and the risk of price fluctuations, and enhance the security of the local energy supply.
“With this step, we can ensure long-term energy security for the residents of Pilis, while freeing up significant financial resources for the city’s further development by cutting municipal expenditures,” emphasized Attila Tibor László, mayor of Pilis.
The planned developments in Pilis are of particular importance on an international level as well, since they are closely linked to the ENSA (European Energy Storage Alliance for Innovative Interregional Investments in Renewable Energy Value Chains) project, which is supported by the European Union and has a total budget of 10 million euros.
The Archenerg-Metál Cluster is an active member of this international consortium, which brings together 27 partners from 11 EU countries. The goal of the ENSA program is to bridge the technological gap between regions and bring high-innovation (TRL9) energy storage and smart grid management solutions to market.
“Thanks to the ENSA international network, we are bringing the most advanced European energy storage and AI-based technological models to Pilis, creating a direct link between local needs and the continent’s cutting edge,” stated András Gonda, executive director and cluster manager of the Archenerg-Metál Cluster.
The unique nature of the Pilis collaboration stems from a complex, interdependent system of pillars that exemplarily combines local infrastructure development with global sustainability trends. The backbone of the program is the deliberate assessment and integration of the roof surfaces of public buildings and sports facilities, as well as unused areas, for the purposes of solar power generation and energy storage.
This locally generated and intelligently stored green electricity not only enables a radical reduction in energy costs but can also free up financial resources that can be directly allocated to the further development of the town.
However, the true innovation and social value of this collaboration lies in the creation of the Pilis Town Energy Community. Indeed, a pioneering local model is taking shape in which the municipality, local small and medium-sized enterprises (SMEs), and the residents themselves can share clean energy with one another in an active, direct, and cost-effective manner.
This forward-looking energy ecosystem is complemented by an exceptionally well-thought-out financial structure, as the investments are funded entirely through targeted grants, international consortia, and other external sources, thereby minimizing the city’s equity requirements and direct financial burdens, while the municipality gains unique technological and economic advantages.
Through this project, the city of Pilis can become one of the region’s flagship demonstration projects for the green transition and sustainable energy development, showcasing the effectiveness of the latest AI-driven optimization and smart energy management systems (BESS).
