
Institute for Transport Sciences and Quality Control in Building (KTI) is a public budgetary institution owned by the Hungarian State. It serves as one of the principal research and technical background institutions of the Ministry of Construction and Transport.
KTI maintains extensive partnerships across both the public and private sectors. Through its comprehensive research and technical activities, the Institute holds a prominent position among transport and construction research organisations in Hungary and is also recognised at European level. Its highly qualified experts enjoy national and international recognition, reflected in the successful implementation of numerous projects and the Institute’s broad professional network.
Pursuant to Government Decree No. 246/2025 (VIII.5.), ÉMI Non-Profit Limited Liability Company for Quality Control and Innovation in Building was integrated into KTI as of 1 January 2026. Within KTI, ÉMI continues its activities as a dedicated Directorate for Building Quality Control and Technical Affairs.
The Directorate represents Hungary’s largest integrated testing and certification base in the construction and building materials sector. Its core activities include technical assessments, conformity evaluations, laboratory testing, inspection, research and development, certification services, and professional training programmes ranging from skilled workers to engineers and inspectors.
Beyond its strong focus on the transport sector, KTI’s central mission in construction is to ensure high quality standards in building implementation, installation processes and construction products.
In the field of innovation, the Institute’s activities span the full value chain - from applied research and pilot development to market uptake and implementation support.
KTI builds on decades of recognised expertise in Hungary’s building energy sector and continues to play a leading and influential role in this field. The Institute possesses one of the most comprehensive professional competences in Hungary in the areas of building energy performance, technical quality assurance and regulatory compliance.
